Indonesia becomes more popular caused of sequence of great disaster occurred in it. Such as earthquake and tsunami in Aceh, earthquake in Jogja, tsunami in Pangandaran, earthquake in Bengkulu-Padang and huge float in almost all of corners of archipelago forms occurrences that completes Indonesian people suffering. Geographical and geological position had placing a large part of its state area (83%) into disaster vulnerable condition (facing various disaster hazards). Such a war without a weapon, that’s the appropriate connotation to see the state completeness to protect society welfare in facing various disaster threats.
Earthquake and tsunami in Aceh doesn’t make state organizer or government aware on society welfare which naturally life together with various disaster threats. It can exam in the case of earthquake in Jogja and earthquake-tsunami in Pangandaran. Many people not know yet that their area has a lot of disaster threats.
Susceptibility of Indonesian people that reach 90% from total inhabitant form a long process from implication of development word that used by its state. Character of area (geographical, geological, meteorology) doesn’t become an important consideration in each development policy determination which perform by state especially to guarantee society welfare. While meteorology information more emphasized for investments services in transportation both on air and on sea.
As a consequence, character and nature cycle which could examine through geographical, geological and meteorology studies doesn’t understand by its society. Precisely some part of society who still sets out life in harmony with nature could read and response the nature cycle that occurred.

These experiences can see from how people responses on nature phenomenon occur in disaster vulnerable areas. Simeleu people could reduce tsunami risk when they’re still recognizes signs of coming of tsunami. Even so Merapi people, who are identical with public figure Mbah Marijan, could recognize and understand signs of coming of Merapi eruption. Rimba people, Badui, Dayak and many more of ethnic groups and other indigenous society basely have life principal and pattern that always notice on nature character. However life in harmony with nature becomes susceptible when the state doesn’t place this matter as a base of journey of development course.
